Well it is spring where all the bodies appear when the snow melts. After the animals have their fill, they box up whatever is left and MAIL IT TO THEIR CONSERVATIVE MEMBER OF PARLIAMENT.
I think this is one occasion when I am not going to blame the raccoons. They had nothing to do with the packages but I do suspect they knew they whole thing was going down.

MONTREAL — Police have confirmed that the body parts found in a Montreal neighbourhood and in packages sent to the headquarters of the Conservative Party of Canada are related cases.
The torso of a dismembered man was discovered Tuesday morning in Montreal's Cote des Neiges neighbourhood.
That same day a blood-stained package sent to the Conservative Party headquarters in Ottawa was discovered to contain a human foot.
Canada Post later discovered a second package containing a human hand.
